Colonel Bob Hartnett, USAF (Ret), has over 25 years of defense acquisition experience developing and executing domestic and international aerospace programs to deliver cutting-edge sustainable technology to the US Department of Defense (DOD) and numerous allied nations. As director of international programs for the F-35 Joint Program Office (JSFPO), he led all international aspects of this massive defense program, working directly with Ministries of Defense, defense industries, and the military services of eight partner nations and six foreign military sales (FMS) customers. As director of the F-16 program office, Colonel Hartnett led all development, test, production, and modernization for the worldwide fleet of over 3,000 aircraft for the US Services and 26 allied nations. Skilled communicator with extensive experience leading and managing large, complex organizations.
Significant Career Accomplishments
Delivered the first-ever F-35s to international partners, along with training for hundreds of pilots and maintainers in a “pooled” environment (i.e., sharing each other’s aircraft).
Authored groundbreaking document titled F-35 FMS Engagement Guiding Principles, which details the interaction between cooperative partners and FMS customers—never before done in the DOD—enabling shared efforts.
Led 300+ person F-16 program office with $3.2B budget to develop, produce and modernize the worldwide fleet of F-16s (3,000+ aircraft for 26 nations with 120+ variants).
Orchestrated first-ever, large-scale Red Flag test of new F-16 hardware and software capabilities for US and five European allies.
As executive officer to the commander, oversaw the Electronic Systems Center (ESC) (now part of AFLCMC) with 12,000 people, a $4B annual budget, and over 300 programs including AWACS, Joint STARS and 300+ global awareness, agile combat support, and information superiority programs.
