Profile

Major General Dwyer Dennis, USAF (Ret), has over 30 years of experience leading large, complex organizations and managing major weapon systems. He has a proven record of success directing defense programs, twice serving as a USAF program executive officer (PEO), and is a senior executive skilled in building, teaching and leading high-performance, diverse teams focused on excellence and continuous improvement. Employing his demonstrated dynamic leadership and proven “problem-solving” engagement—horizontally and vertically—across a broad spectrum of individuals to include senior industry (C-suite) and appointed and elected government officials, General Dennis has supported of a variety of weapon systems and technologies, encompassing: research and development (R&D); acquisition; test and sustainment of unmanned aircraft; command and control (C2); intelligence, surveillance, and reconnaissance (ISR); electronic warfare (EW); low observables (stealth); cryptologic, theater deployable communications data links; space, aerial and nuclear networks; offensive and defensive cyber; information technology (IT) infrastructure; special programs; and foreign military sales (FMS). He is skilled at resolving issues with the Department of Defense (DOD), Department of State, US Congress, industry and international partners.

Significant Career Accomplishments

  • As PEO, C3I & Networks, developed/executed corporate strategy for IT transformation to common computing environment, cloud-based operations and enterprise IT as a service (EITaaS) and established innovative agile software acquisition strategy and contract vehicles to provide USAF and national cyber operational capability.

  • Responsible to USAF acquisition executive for the $5.6B airlift, air refueling, training, and special operations programs portfolio, which includes KC-46 Tanker, Air Force One/Presidential Airlift Replacement (PAR), Combat Rescue Helicopter (CRH), trainers (T-X, T-1, T-38, T-6), airlift (C-5, C-17, C-130), KC-10, KC-135, CV-22, HH-60, UH-1, and avionics and self-protection systems. Supported programs through USAF planning, programming and budgeting processes and represented programs to Congress and the Office of Secretary of Defense (OSD).

  • Led and accountable for cost, schedule, performance, and life-cycle management of the +$17B fighters and bombers portfolio which includes the A-10, B-1, B-2, B-52, F-15, F-16, F-22, combat systems, special programs, and associated foreign military sales (FMS) such as the rapid delivery of AT-29 for Afghan operations.

  • Led integration of acquisition, intelligence, and requirement equities and facilitated engagement between program offices, the intelligence community (IC), and operators to ensure intel support to threat assessments and design considerations.
