Arrested $1.1B cost overrun for $18B+ GMD program by levying strict controls and performance incentives with industry.
Crafted and implemented unique strategy to field state-of-the-art airborne signals intelligence capabilities; forged four companies into a “virtual” prime contractor. This novel technical and business model delivered $500M of integrated air and ground systems in only four years.
Crafted innovative, long-term JSTARS fleet support contract—the DOD model for performance based logistics (PBL). In the first year, exceeded availability and performance metrics, fielding 33% more aircraft with 18% less budget and achieved a deployed 98% sortie generation rate.
