Profile
Brigadier General Jay Jabour, USAF (Ret), has over 45 years of experience directing large, complex defense and industry organizations in challenging engineering, test and acquisition roles. As a program executive officer (PEO) in the Pentagon, he managed the acquisition and sustainment of all major USAF fighter and bomber programs, and as vice commander of the Aeronautical Systems Center (ASC) (now part of the Air Force Life Cycle Management Center (AFLCMC)), he managed an acquisition workforce of over 12,000 people. General Jabour served as system program director for both the F-22 and B-2 programs, as well as a test pilot and director of the F-22/Advanced Tactical Fighter (ATF) Combined Test Force, responsible for management and testing of two unique new fighter designs resulting in the F-22 Raptor air superiority fighter. He is a former senior Northrop Grumman executive. There, he provided company-wide interface to senior USAF leadership and company insight into USAF and Department of Defense (DOD) acquisition rules.
Significant Career Accomplishments
Successfully implemented developmental test planning and execution of the ATF and F-22 programs.
Responsible to the Assistant Secretary of the Air Force for Acquisition (SAF/AQ) for all USAF fighter and bomber programs, providing system upgrades and sustainment required to meet USAF operational fighting force structure.
Successfully completed B-2 development and executed production and sustainment contracts.
