Profile
Colonel Rich Leclaire, USAF (Ret), has demonstrated program management and business management expertise with over 35 years of hands-on experience in leading-edge technology programs. Colonel Leclaire has provided consulting and technical services support to numerous industry and government organizations with focus on developing or improving management tools such as the integrated master schedule (IMS) and the earned value management system (EVMS). He has also successfully managed cost, schedule and performance in large research, development, production and support programs—in the USAF, Joint and international arenas.
Significant Career Accomplishments
Co-author of Integrated Master Plan/Integrated Master Schedule (IMP/IMS) Handbook for Air Force Materiel Command (AFMC).
Led efforts that resolved unacceptable nuclear missile quality issues, and reduced inspection time from 30 hours/missile to 25 minutes.
Responsible for all aspects of the Joint Airborne signals intelligence (SIGINT) programs including: planning, budgeting, technical oversight, program management, and briefing executives in the USAF and Department of Defense (DOD).
