Profile

Colonel Shane Louis, USAF (Ret), has nearly 30 years of experience leading complex organizations across all facets of government acquisition from basic research to engineering, manufacturing, and development. While focused on people through national racial tensions and COVID, he led the award of 12 contracts, to include the $40M open system, aerial network backbone for the Advanced Battle Management System (ABMS). He was nominated by unit members and supervisor as the Air Force Life Cycle Management Center (AFLCMC) Boss of the Year in 2021 and won among nominees from nine US Air Force (USAF) bases.

Significant Career Accomplishments

  • Led a 25-member, geographically dispersed, joint team developing counter-weapons of mass destruction (C-WMD) and other capabilities for Combatant Commands, with a focus on providing specialized offensive weapons.

  • Planned and executed the first Aerial Networks Center of Excellence strategic event, a two-day gathering involving intense briefings and meetings with ten General Officers and Senior Executive Service (SES) members—event successfully solidified a $5B roadmap and involved 150 attendees in critical thinking and strategy development.

  • Led acquisition strategy to procure five additional E-11A Battlefield Airborne Communication Node (BACN) aircraft, resulting in a $465M contract award; effort ensured the integration of DoD capabilities and transitioned the Joint Urgent Operational Need (JUON) to a program of record (POR) now stationed at Robins AFB, GA.

  • Delivered critical IT infrastructure and cyber capabilities and assisted the AFLCMC C3I program executive officer (PEO) and Infrastructure Division chief in developing the USAF’s ‘As a Service’ IT model for future implementation.

  • Led the Tanker Training Systems section, comprised of over 65 government and support contractor personnel, managing simulators for the KC-46, KC-135, and KC-10 aircraft; oversaw four teams responsible for research and development of simulators and courseware valued at $4B.

  • Led a 17-person joint service team responsible for command and control (C2) and operations planning for an 85-person overseas unit;  role involved scheduling, budgeting, planning, and overseeing the execution of conventional weapon arms control and treaty missions across Europe, the former Soviet Union, and the Balkans.
