Major Steve Sowers, USAF (Ret), has over 35 years of cost estimating experience in weapon system acquisition and manpower standards development programs. He is a nationally recognized financial manager and advisor to government and industry partners and has successfully managed cost and schedule activities for multiple development, production, and support programs, most notably the F-22 Raptor. He is a skilled strategist at win-win business cases.
Significant Career Accomplishments
Long-standing, key advisor to the F-22 program, developing strategy and recommendations for program executive officer (PEO), program director, and SAF/AQ.
Participated in senior-level negotiations of the F-22 development program and production target price curve and served as an advisor to several independent F-22 review teams.
Conducted several independent cost estimates of acquisition programs proceeding through the OSD Cost Analysis Improvement Group (CAIG) and the Defense Acquisition Board (DAB) approval process, building unique cost models applicable to aircraft, missiles, electronic, and information programs under review by the staff.
Served on multiple source selection cost panels authoring request for proposals (RFPs), evaluating industry proposals, and developing the most probable cost.
