Lt. General Ted Bowlds, USAF (Ret) has had a 45+ year career in the United States Air Force (USAF) and subsequent experience in industry leading multiple, large-scale, complex procurement activities, each dependent upon a strong ethics and solid research foundation. Many of these procurements were unique, global, time sensitive and bounded by numerous policies and practices; thus, requiring a technical competency combined with innovative, effective management expertise to enable efficient and successful product development and delivery. Multiple programs, such as the F-117 stealth fighter and the B-2, involved innovative research and collaboration across diverse industry and academia partners. He has proven, in-depth experience leading strategy, planning, organizational development and technology investment for high profile, complex, commercial, and military organizations and adept at cutting-edge technology development, aerospace research and engineering management. Lt. General Bowlds is recognized for the ability to successfully execute $100M to $2B projects and transform critical operations into cohesive, focused organizations that consistently surpass expectations. His expertise also includes strategic planning, risk assessment, business sustainability, process improvement, organizational development, and program management. He is dedicated to building effective relationships and providing recommendations to investors, executive management teams, and boards of directors.
Significant Career Accomplishments
As CEO and CTO of Israel Aerospace Industries, was responsible for ensuring business strategy adhered to board guidance and the formulation of market strategies and return on investment (ROI) analysis to support R&D investment as well as the transitioning of mature technologies to the US market.
As CIO of FlightSafety International, led strategic operations and executed a $30M annual budget in support of the information technology (IT) used to support global business operations and the day-to-day operations of IT infrastructure.
Commanded the USAF Electronic Systems Center (ESC)—led 12,000+ employees at six sites responsible for acquiring command and control systems for the USAF, joint and coalition forces, managing over $5B annually.
Prioritized, approved, and directed all USAF R&D efforts at the Air Force Research Laboratory (AFRL); managed over 10,000 scientists, engineers, and support personnel across the US with full oversight for monitoring strategy, direction, and effectiveness of the organization within a $4B annual budget.
Oversaw the procurement activities of the 466 USAF, joint service, and international aircraft acquisition programs and related projects. Acted as the source selection authority (SSA) on multiple proposal evaluations― all awarded, without protest, at a value of $43B annually.
