Major General Terry Feehan, USAF (Retired) is an accomplished executive-level leader, strategist, change agent, integrator, and national security expert across both military and commercial sectors. He has over 30 years of experience leading large organizations responsible for aircraft development, procurement, and logistics, including senior portfolio management of nuclear and cruise missile weapon systems, electronic systems, missile defense, and space launch. He also possesses strategic, interagency, and operational experience with space policy, plans, and programs with specialized expertise gained as the chief strategist and architect for all US Air Force (USAF) space and cyber constellations, networks, and programs. General Feehan is also a former industry vice president and program director for a successful $3 billion program capture and execution.
Significant Career Accomplishments
Over 20 years in key leadership positions developing and leading exceptional teams executing procurement and logistics programs of the greatest national importance; former commander or vice commander for three USAF procurement centers: Nuclear Weapons, Electronic Systems, Space and Missile Systems (SMC), as well as the program executive for the Missile Defense Agency (MDA).
Industry vice president and program director for MDA’s Next Generation Interceptor (NGI)—led successful industry capture, program initiation and execution of the $3.2-billion program.
Directed complete redesign of the USAF’s space architecture to confront new adversarial realities―created defense-wide 30-year plan.
Envisioned and executed the standup of the USAF Nuclear Weapons Center and served as the first commander and program executive.
Redesigned the F-15 fighter depot production line to a LEAN environment, improving efficiency by 35%.
Oversaw deployment of the first integrated missile defense for both the US and Israel.
Executed acquisition planning and source selection as SMC vice commander―greatly expanded small launch providers and slashed range support costs. Directed safety and mission assurance for over 30 industry space and missile defense launches and two return-to-flight launch campaigns.
Source selection chair for MDA’s $3.2B Ground-based Missile Defense (GBMD) program, saving over $1B off government estimates.
