Profile

Lieutenant General Tom Owen has over 40 years of direct experience leading and managing highly complex aerospace programs as an acquisition and logistics leader. As a Lockheed Martin Vice President, he was responsible for defining, leading, and communicating the total sustainment strategy for the F-35 Lightning II multi-role, multi-service, multi-country combat aircraft to all customer communities, both domestically and internationally. As Commander, Aeronautical Systems Center (ASC) (now AFLCMC) and Program Executive Officer (PEO) for Aircraft Procurement and Modernization, he led the US Air Force (USAF) Center of Excellence for development and acquisition of aeronautical systems. Held leadership positions in a variety of major aircraft systems, including the B-52 Stratofortress, KC-135 Stratotanker, F-15 Eagle, F-16 Falcon, OA-10 Thunderbolt II and served two tours in the Pentagon. General Owen was the first logistics group commander for the E-8C Joint STARS aircraft and served as the system program director for the C-5 System Program Office at San Antonio and Warner Robins Air Logistics Centers (ALC) and the C-17 and F-22 System Program Offices at ASC. Prior to assignment as ASC Commander, served as Commander, Warner Robins ALC and Director, Logistics and Sustainment, Headquarters AFMC. Significant experience in Foreign Military Sales (FMS).

Significant Career Accomplishments

  • Provided leadership and technical expertise in all aspects of sustainment strategy to improve sustainment performance and reduce cost of F-35 and other delivered Lockheed Martin weapon systems in the USA and globally. Led the team that developed the F-35 performance-based logistics strategy.

  • As ASC Commander and PEO, Aircraft Procurement and Modernization, led the Air Force’s Center of Excellence for the development and acquisition of aeronautical systems. Responsible for the management of more than 556 Air Force, joint and international programs. Executed an annual budget of $23B and employed a workforce of approximately 10,000 people located in 39 locations worldwide.

  • Responsible for all depot maintenance, supply management and sustainment transformation activities within Air Force Materiel Command. Developed and directed policy and procedures for major overhaul, repair, and modification of weapon systems and spare parts.

  • Responsible for worldwide logistics support for C-130 and C-5 transport aircraft, F-15 fighter aircraft, U-2 reconnaissance aircraft as well as support for remotely piloted vehicles, Air Force helicopters, air-to-air missiles, surface motor vehicles and high-technology airborne electronics, avionics and electronic warfare requirements.
