The US Senate Permanent Subcommittee on Investigations recently contacted over thirty experts from a broad range of backgrounds and solicited their views on the Department of Defense (DOD) acquisition process and how weapon system procurement can be improved. Their findings are summarized in the 2 October 2014 Staff Report titled Defense Acquisition Reform: Where do we go from here. A Compendium of Views by Leading Experts.
The Subcommittee identified four overarching themes within the experts’ responses:
Incentivization of the acquisition workforce
Attracting and training a qualified acquisition workforce
Realism in program requirements and budgets
The role of the service chiefs in the acquisition process
